અમેરિકા ભારતને ચણાના ઝાડ પર ચઢાવે છે

બોંબ ધડાકા અંગે અમેરિકાએ ભારતની નબળાઈને ધીરજનું નામ આપીને વખાણ કર્યાં છે. આ સિવાય અમેરિકા વણમાગી સલાહ આપતા જણાવે છેકે બંને દેશોએ યુદ્ધના ગંભીર પરિણામો અંગે વિચારવું જોઈએ. ભઈ અહીં યુદ્ધની વાત ક્યાંથી આવી? અમારામાં તો લડવાની તાકાત જ ક્યાં છે? રોજે રોજ છુટા છવાયા હુમલામાં ભલે દેશના જવાનો શહીદ થાય પણ કાયદેસર યુદ્ધ કરવાની હિમ્મત ભારતીય નપાણિયા નેતાઓમાં નથી. શિસ્તબદ્ધતાના નામે જવાનોને પણ નાકામ બનાવી દેવાયા છે. સરહદી વિસ્તારોમાં ખાસ કરીને કાશ્મીર કે અન્ય આતંકવાદગ્રસ્ત વિસ્તારોમાં ફરજ બજાવતા જવાનોના માથે પળે પળ મોત ભમતુ હોય છે. કારણકે તેમને ખબર જ નથી હોતી કે કયો નાગરિક ક્યારે આતંકવાદી બનીને તેમના પર હુમલો કરી દેશે આવી સ્થિતિમાં જીવતા જવાનોની મનોદશા વિકૃત ના થાય તો જ નવાઈ. દેશના ઉત્તરના આંતકવાદગ્રસ્ત કે ઉત્તર-પૂર્વના નક્સલવાદગ્રસ્ત રાજ્યોમાં લશ્કરી દળોના અત્યાચારો સામે બૂમરાણ મચાવતા લોકોએ સૈનિકોની મનોદશાનો વિસ્તારપૂર્વક અભ્યાસ કરવાની જરૂર છે. માથે સતત ઝળૂંબતો મોતનો ડર માણસને કંઈપણ કરવા મજબૂર કરી દે છે. લશ્કરી જવાનો દ્વારા કરાતાં અત્યાચારની બે-ચાર ઘટનાઓને માનવ અધિકારના ભંગના નામે ચગાવનારા લોકો આતંકવાદીઓ કે નક્સલવાદીઓ દ્વારા કરાતા અત્યાચારો સામે કેમ રાડો નથી પાડતાં. પાકિસ્તાનના જ નાગરિકો(આંતકવાદીઓ) ભારત પર હુમલો કરે છે તેમ જાણતુ હોવા છતાં દર વખતે અમેરિકા ભારતની કહેવાતી ધીરજના ખોટાખોટા વખાણ કરી ભારતને મલમ લગાવી પાકિસ્તાનને બચાવી લે છે.

દેશના વડાએ જાહેરમાં પોતે નબળો નથી તેમ કહેવું પડે તેનાથી વધારે શરમજનક સ્થિતિ આ દેશ માટે શું હોઈ શકે

હું નબળો નથી એ કહેવાની જરૂર નથી પ્રજાને ખબર જ છે

યથા રાજા તથા પ્રજા, જે દેશના વડાએ જાહેરમાં પોતે નબળો નથી તેમ કહેવું પડે તેનાથી વધારે શરમજનક સ્થિતિ આ દેશ માટે શું હોઈ શકે. એક સમયે આર્થિક નિષ્ણાત, પ્રામાણિક ઓછા બોલાં અને શાંત વ્યક્તિની છાપ ધરાવતા આ વડાપ્રધાન હવે નબળાં અને કઠપૂતળી બની ગયા છે તે દેશના પાંચ વરિષ્ઠ તંત્રીઓ સાથેની તેમની મુલાકાતમાં તેમણે આપેલા જવાબો પરથી સ્પષ્ટ થાય છે.

દેશના પ્રિન્ટ મીડિયાના પાંચ વરિષ્ઠ તંત્રીઓ સાથેની વડાપ્રધાનની મુલાકાત બાદ મોટાભાગના સમાચાર માધ્યમોએ તેમની સ્તુતિ પ્રકાશિત કરી છે. વડાપ્રધાનની સમાચાર માધ્યમોના તંત્રીઓ સાથેની આ પ્રકારની આ બીજી મુલાકાત છે. પ્રસાર માધ્યમો સમક્ષ પોતાનો પક્ષ રજૂ કરવા, ઈનફેક્ટ સરકારની ધૂમિલ છબીને ઉજળી બનાવવા માટેનો આ આઈડિયા યુપીએના જે પણ ભેજાનો હોય પણ છે ખરેખર કાબિલે તારીફ. કાળા નાણાંનો કકળાટ, ભ્રષ્ટાચાર, બેફામ  મોંઘવારી, આતંકવાદ વગેરે મુદ્દે યુપીએ-2ની સદંતર નિષ્ફળતાને છુપાવવાની મજબૂરીને કારણે જ વડાપ્રધાને પોતાની સફાઈ આપવા મીડિયા સમક્ષ હાજર થવું પડે છે તે જગજાહેર છે. તેમાં તેમની કોઈ મહાનતા છે જ નહીં.

કોઈપણ તંત્રીને વડાપ્રધાનની સામે બેસીને તેમને તેમના કાર્યોનો હિસાબ માગવાની તક મળે તે જે તે તંત્રીના અંગત કેરિયર માટે બહુ મોટી બાબત ગણાય. જોકે અગાઉની જેમ જ આ વખતની મુલાકાતમાં પણ કોઈપણ તંત્રીએ ભ્રષ્ટાચારના મુદ્દે વડાપ્રધાનના ઉડાઉ જવાબોને પડકારવાનો પ્રયત્ન કર્યો નથી. દરેક વખતે મારો આત્મા શુદ્ધ છે, હું નબળો નથી, ભ્રષ્ટ લોકો સામે કડક હાથે કામ લેવામાં આવશે એવા બધાં લૂલા જવાબો આપનારા અને તે છાપનારા પણ દેશની પ્રજાને ડફોળ બનાવી રહ્યા છે. દરેક ગુનેગાર એમ જ કહે છે કે હું ગુનેગાર નથી  એટલે શું તેને નિર્દોષ માનીને જતો કરવાનો?

એક નવા શરૂ થયેલા મરાઠી દૈનિકના તંત્રી તો વડાપ્રધાન પર ઓવારી ગયા છે. આઝાદી પછીની સૌથી ભ્રષ્ટ સરકારના વડાને તાર્કિક સવાલો પુછી સત્ય બહાર લાવવાની જગ્યાએ તેમણે ભ્રષ્ટાચારના સમાચારો દર્શાવતી ઈલેક્ટ્રોનિક ચેનલોના માથે માછલાં ધોયા છે. વડાપ્રધાનના સૂચિત મૌનને તેઓ તેમની મહાનતામાં ખપાવવા મથી રહ્યા છે. વાસ્તવિક્તા તો એ છે કે વડાપ્રધાન પાસે આ તમામ મુદ્દે બોલવા જેવું કંઈ છે જ નહીં અને ખરેખર બોલવા પણ ઈચ્છતા હોય તો તેમને કોઈ બોલવા દે તેમ નથી. સરકારી સૂત્રો કહે છે કે વડાપ્રધાન હવે નિયમિત રીતે સમાચાર માધ્યમોને આ પ્રકારે મળતાં રહેશે. આમ કરવાથી શું ફેર પડશે? બુદ્ધિજીવી મનાતા લોકો એવી દલીલ કરે છે કે આમ કરવાથી લોકોને સરકારના વહીવટની પારદર્શિતાનો ખ્યાલ આવશે. સાવ વાહિયાત એવી દલીલ છે કારણકે જ્યારે પણ વડાપ્રધાન પત્રકારોને મળશે ત્યારે એકનું એક રટણ ચાલુ રાખશે કે અમે કડક પગલાં લઈ રહ્યાં છીએ, કાયદો તેનું કામ કરશે કે ગુનેગારોને છોડવામાં નહીં આવે વગેરે વગેરે.  

કાલે ઉઠીને તમે જેલમાં બેઠેલાં અફઝલ ગુરુ કે કસાબની મુલાકાત લેશો તો તેની પાસે પણ પોતાના બચાવ માટે રજૂ કરવા માટે હજારો દલીલો હશે, પછી શું કરવાનું ? વડાપ્રધાને લોકપાલના દાયરામાં આવવાની તૈયારી બતાવી છે તેમાં કંઈ હરખાવાની જરૂર નથી. પહેલી વાત તો એ છે કે તેમને જ નહીં પણ દેશભરના તમામ નાગરિકોને ખબર છે કે(કદાચ અન્ના હજારેને પણ) કે લોકપાલનું કોકડું યુપીએ સરકારની આ ટર્મમાં તો નહીં જ ઉકેલાય. બીજી અને મહત્વની બાબત કે લોકપાલની સત્તાઓ વિશે કોઈ સ્પષ્ટતા નથી અને કદાચ સ્પષ્ટતા થશે તો પણ લોકપાલ કંઈ વડાપ્રધાનને સજા કરવા જેટલી સત્તા તો નહીં જ ભોગવી શકે. વડાપ્રધાન કહે છે કે સિવિલ સોસાયટીના બિનચૂંટાયેલા સભ્યો સરકારને કોઈ વાત મનાવવા દબાણ ના કરી શકે, તો ભઈ તમે પોતે પણ ક્યાં લોકો દ્વારા ચૂંટાયેલા વડાપ્રધાન છો? જેટલી વખત ચૂંટણી લડ્યાં છો તેટલી વખત હાર્યા છો. દેશને 21મી સદીમાં લઈ જવાના બણગાં ફુંકતા મનમોહન રાહુલને વડાપ્રધાન બનાવવાની વાતને સમર્થન આપી દેશને વંશપરંપરાગત રાજાશાહી તરફ ધકેલી રહ્યા છે. શું કોંગ્રેસમાં રાહુલથી વધારે સમર્થ અને જનઆધાર ધરાવનાર યુવા નેતા નથી  જેઓ પોતાના દાદા-દાદી, મમ્મી-પપ્પાની આંગળી પકડ્યા વિના આપબળે આગળ આવ્યા હોય. કેમ તેમણે એવા કોઈ યુવા નેતાનું નામ પ્રજા સમક્ષ ના લીધું? કારણકે બોલવાની મંજૂરી દિગ્વિજયને છે મનમોહનને નહીં.

ધર્મ અને રાજકારણ

બાબા રામદેવે ભ્રષ્ટાચાર અને કાળા નાણાંને પાછા લાવવા માટે શરૂ કરેલા દેશવ્યાપી અભિયાનને કારણે ઘણાં ચોવટિયાઓના ભવાં ચઢી ગયા છે. આ લોકો એવુ માને છે કે ધર્મગુરુઓ એ  રાજકારણમાં ના પડવું જોઈએ. ધર્મ અને રાજકારણ એ બંને અલગ અલગ બાબત છે. મને ખબર નથી આ લોકોને કેટલા લોકો વિદ્વાન ગણે છે અને ગણે છે તો  કેમ ગણે છે? ધર્મ અને રાજકારણને એકબીજાથી ક્યારેય જુદા કરી શકાય જ નહીં. ધર્મનો સંકુચિત અર્થ કરનારાઓને આ બાબત પચાવતા નહીં આવડે. જો રાજકારણમાં વકીલ, ડોક્ટર, લેખક, એન્જિનિયર કે સફાઈ કામદારથી માંડીને અંડરવર્લ્ડનો ડોન જોડાઈ શકતો હોય તો ધર્મગુરુ કેમ નહીં? ઈનફેક્ટ આપણાં દેશમાં તો આલિયો, માલિયો કે જમાલિયો કોઈપણ રાજકારણમાં જોડાઈ શકે છે. 

ધર્મ અને રાજકારણ એ એક સિક્કાની બે બાજુ છે. ભારતના ઈતિહાસની જ વાત કરો તો અહીં એવા અસંખ્ય દાખલા મળી આવશે જેમાં ધર્મગુરુઓએ રાજાને સંકટ સમયે મદદ કરી મુસિબતમાંથી ઉગાર્યા હોય. રાજકારણમાં ધર્મ એટલે કોઈ ચોક્કસ ફિરકા કે પંથને માનવાની વાત નથી. અહીં ધર્મનો અર્થ નીતિમત્તાને અનુસરી  કોઈપણ પ્રકારના ભેદભાવ વગર રાજનો કારભાર ચલાવવો એમ જ થાય. વરિષ્ઠ લેખક કાન્તિ ભટ્ટ કહે છે કે બાબા રામદેવે રાજકારણમાં માથું માર્યુ તેથી હું તેમની ટીકા કરતો થયો. બાબાની ટીકા કરવા માટેનો તેમનો આ તર્ક તદ્દન અયોગ્ય છે. કોઈ વ્યક્તિ રાજકારણમાં જાય તેથી તેની ટીકા કરવાનું લોજિક શું? મેં આગળ જણાવ્યું તેમ કોઈપણ ફિલ્ડનો માણસ જો રાજકારણમાં જોડાઈ શકે તો બાબા કેમ નહીં? હું બાબાનો સમર્થક છું એવું માની લેવાની જરા પણ ભૂલ ના કરતાં.કાન્તિ કાકા એ બાબાની ટીકા કરવાનું પોતાનુ લોજિક સમજાવ્યું નથી. હશે ... આટલા વરિષ્ઠ અને સંમાનનિય કટાર લેખકથી પણ ક્યારેક ભૂલ થાય. 

બાબાનો હિડન એજન્ડા શું છે એ એમના સિવાય કદાચ કોઈને ખબર નથી, પરંતુ યુપીએ સરકારનો એજન્ડા તો ખબર પડી જ ગઈ છે. ભ્રષ્ટાચારના મહાસાગરમાં ખૂપેલી કોંગ્રેસની અધ્યક્ષતાવાળી આ સરકાર હજી સુધી ટકી રહી છે તે જ ભારતીય પ્રજાની વિર્યહિનતાનો સૌથી મોટો પુરાવો છે. જેઓ આ પરિવર્તન કરવા સક્ષમ છે તેમને તેમ કરવામાં રસ નથી અને જેને રસ છે તેમની પાસે ક્ષમતા નથી. નહીં તો અહીં પણ  4જૂન, 2011ના રોજ ઈજિપ્ત, લિબિયા કે સિરીયાનું પુનરાવર્તન થઈ ગયું હોત. 

જો બાબા ખરેખર ઠગ છે તો પછી આ ઠગને દિલ્હી એરપોર્ટ પર મનાવવા કેન્દ્ર સરકારના ચાર મંત્રીઓ શું કામ દોડી ગયા હતાં? કેમ દિગ્ગીને એ વખતે ખબર નહોતી કે બાબા ઠગ છે? કે પછી એઝ ઓલવેઝ મોડી ખબર પડી? બાબા એ કહ્યુ ના માન્યું એટલે અડધી રાત્રે તેમને અને તેમના અનુયાયીઓને ડંડાવાળી કરી. પેલી કહેવત છે ને કે નબળો ધણી બૈરી પર શૂરો. એમ કાશ્મીર, નક્સલવાદીઓ, મોંઘવારી, ભ્રષ્ટાચાર, ખેડૂતોની આત્મહત્યા, પાકિસ્તાનની અડોડાઈ, અમેરિકન પ્રેશર વગેરે વચ્ચે ફસાઈ ગયેલી કોંગ્રેસની અધ્યક્ષતાવાળી યુપીએ સરકારે બિચારા નિર્દોષ સત્યાગ્રહીઓ પર દમનની લાઠીઓ વિંઝી પોતાનું  કહેવાતું પુરુષાતન બતાડવાનો હિન પ્રયત્ન કર્યો છે. જોઈએ હવે પ્રજાને આગામી લોકસભાની ચૂંટણી સુધી કેટલું યાદ રહે છે. કદાચ  લોકસભાની ચૂંટણી નિર્ધારિત સમય કરતાં વહેલી આવે તેવું પણ બને ! મને નથી લાગતું કે આપણાંમાં એટલું જોર હોય. આ બાબતે હું ખોટો પડું તો પણ મને ગમશે.

Legalizing the illegal

Legalizing the illegal construction by imposing Impact Fee is similar to the Islamic Law prevailing in some Gulf countries which allows a murderer to pay compensation to the family of the victim. I still fail to understand why even the Supreme Court is not taking against the Municipal officers who allowed the illegal construction in the city. Instead of staying the Gujarat high court‘s order the Supreme Court should have ordered to identify the offenders form the municipal corporation.  Why the sealing drive only on CG Road? Invite the honorable judges from the Gujarat high court and the Supreme Court to visit the old city of Ahmedabad. Where our heritage tagged poles (streets) are situated. I assured you they will issue an order on the spot to seal entire eastern Ahmedabad. Where are the so called town planners who are responsible for the city’s plan development?

Another surprising thing, everybody is praising the Pole (street) Architecture. No doubt about the craftsmanship of the pole houses. But what about the space in which they have been built? Very poor space management, lack of vision of the people who built these poles and no room for waste disposal provided. In some of the poles you even can’t raise both hands in opposite directions.  

They are now taking credit for much acclaimed (as claimed by the state government) BRTS services. Though the initiative is good but once again it established that our town planners are so much poor in their vision.  The main purpose of the BRTS was- a public transportation facility which will not have to face traffic jam at any point. For its one of the most ambitious project the corporation run bulldozer on many legal-illegal construction to build the modern bus stands and corridor for the bus. But the main problem apart from intrusion by two-four wheelers, the buses of BRTS have to stop at every circle they pass. If they have made few small over-bridges, not everywhere but at those circles where the traffic is too dense, then perhaps the situation would have been more comfortable.

Will the new symbol of Pride help to eradicate poverty?

After the central government on Thursday approved the new rupee symbol, entire nation is cheering it as a new mark in Indian economy, but I am partially agree with this. First, it’s incompatibility with the computer keyboard and mobile phones. I am really surprised by the fact that the learned designer as well as the panelists ignored this most important fact.  By ignoring these most important facts in this IT age, it will be difficult for users to inscribe it.

Secondly, if an economy could grow just by designing the currency symbol, many countries would have done this in past. Take the example of USA, Japan, and Britain; people are taking pride of the fact that now we are in elite club of nations like US, Japan and EU countries, but everybody knows that these economies have faced worst last 2 years and they are yet to be recovered. All these nations have their own currency symbols.  

The value of rupee in terms of purchasing power in domestic market is reduced almost to 10 paisa or something. One cannot buy anything with a one rupee coin and this is the irony which we have to improve. We have to improve the power of rupee in domestic and international market. Most of our learned economists and industrialists fear that appreciation of rupee will have negative impact on exports, but they do not take into account the fact that India’s import is much higher than its exports.

While unveiling the new symbol the minister said that the new symbol would reflect the strength and robustness of Indian economy. LOL.  Food inflation in country is touching a new high every week and prices of essential commodities are sky rocketing. In such scenario we don’t need new symbol for currency but what we need is the tough price control action. Government has decontrolled the petroleum prices but is inactive about towering salaries of OIL PSUs. If government is serious in reducing the loss of oil PSUs it must slash the towering salaries of these white elephants of Indian economy. Will new symbol reduce our external debt? Will it give a boost to exports? Will it improve the balance of trade and balance of payment situation? Will it provide food and shelter to the poor Indians?

Democracy at Sale in India

After an almost month long high voltage political drama the JMM and the BJP on Tuesday finalized the deal on government formation in Jharkhand. Under the agreement, BJP and JMM will share power on rotational basis for the remaining term of Jharkhand Assembly. 
The BJP will head the government and occupy the chief minister's post for the first 28 months. Each party will lead the government for a period of 28 months, beginning with the BJP. 
Shibu Soren will step down as Jharkhand chief minister on May 25 and BJP's Arjun Munda will take over as chief minister of the state. 

BJP the party who was once responsible for removal of Shibu Soren from cabinet by terming him a tainted minister is now sitting in his lap just for the sake of power.  

Although this is neither first nor the last incident where politicians have make fun of the constitution.  

In democracy it is believed that the real power lies in the hands of common men. Ironically this completely wrong belief has been categorically spread to make the common people full for lifetime.  

After getting into the power, political parties make amendments in the constitution which are only favorable for them. One day they will blame the opposition party and the next day they share the seat with them. 

The deal (yes this in nothing but a deal to plunder the public money) happened between BJP and JMM in Jharkhand once again demonstrates the biggest blunder of our constitution. I failed to understand how a party or a person can become a prime minister or hold the power without being clearly elected by majority.

Gath-Jod politics shows nothing but failure of the constitution. Such power games will never make India prosperous.

Counting the Countrymen

In India first Census was conducted in 1872. Since than 14 census have been conducted.

A census is the procedure of systematically acquiring and recording information about the members of a given population. It has been conducted after every 10 years.

The responsibility of conducting the decennial Census rests with the Office of the Registrar General and Census Commissioner, India under Ministry of Home Affairs, Government of India. Home Minister P. Chidambaram kick-started an extensive data gathering exercise at the Rashtrapati Bhavan on 1st April, 2010, where the details of President Pratibha Patil and her family were gathered for National Population Register(NPR). The NPR would be a Register of usual residents of the country. The NPR will be a comprehensive identity database that would help in better targeting of the benefits and services under the Government schemes/programmes, improve planning and help strengthen security of the country.

This is being done for the first time in the country. After the NPR data is ready every citizen will be allotted a Unique Identification Number(UID). Approximately 80 crore people aged 15 years and above will be allotted UID. 

The whole exercise of Census 2011 will cost approximately Rs. 2,200 crore while the NPR will cost Rs. 3,539 crore. As per the estimates India will be the home to over 120 crore people by 1st March, 2011, which is also the cut-off date for the Census. According to Registrar General and Census Commissioner Mr. C.Chandramouli roughly Rs. 59 will be spent per person.
